<p data-start="366" data-end="729">Accordingly, Circular 08 stipulates that for H2H mobile subscribers who previously registered using a 9-digit ID card and have confirmed via the VNeID application that they are the actual users, telecom operators must update subscriber information and add facial biometric verification within 60 days from the date they receive confirmation through the VNeID app.</p>
<p data-start="731" data-end="947">Telecom operators will suspend outgoing services (calls and SMS) for subscribers who fail to update their information, do not complete facial biometric verification, or whose verification is incomplete or inaccurate.</p>

<h3 data-section-id="h7rkut" data-start="954" data-end="1048"><span role="text">For H2H mobile numbers confirmed as <strong data-start="994" data-end="1035">not registered/used by the individual</strong> (via VNeID):</span></h3>
<p data-start="1050" data-end="1224">Telecom operators must notify continuously for 5 days (at least once per day), requesting the current user to re-sign the contract and complete facial biometric verification.</p>
<p data-start="1226" data-end="1291">If the user fails to comply, outgoing services will be suspended.</p>
<p data-start="1293" data-end="1524">Within 60 days from the suspension, operators must complete subscriber information updates and biometric verification. After this period, if the user still fails to comply, <strong data-start="1466" data-end="1523">both incoming and outgoing services will be suspended</strong>.</p>
<p data-start="1526" data-end="1709">The subscriber will then be notified that the contract will be terminated. If no action is taken, the contract and service will be terminated after 5 days from the two-way suspension.</p>
<hr data-start="1711" data-end="1714" />
<h3 data-section-id="6gnxqh" data-start="1716" data-end="1775">For Vietnamese citizens using H2H mobile subscriptions:</h3>
<ul data-start="1777" data-end="2154">
<li data-section-id="1riit1r" data-start="1777" data-end="1944">Within 30 days from the effective date: telecom operators will notify users to update and standardize their information and complete facial biometric verification.</li>
<li data-section-id="17nnggq" data-start="1945" data-end="2025">Within 60 days: outgoing services will be suspended if users fail to comply.</li>
<li data-section-id="1az10oj" data-start="2026" data-end="2154">Within 60 days after suspension: users must complete the process. Otherwise, <strong data-start="2105" data-end="2135">two-way service suspension</strong> will be applied.</li>
</ul>
<p data-start="2156" data-end="2253">If still not completed, the contract will be terminated after 5 days from the two-way suspension.</p>
<hr data-start="2255" data-end="2258" />
<h3 data-section-id="10ber0r" data-start="2260" data-end="2309">For foreign users registering with passports:</h3>
<p data-start="2311" data-end="2436">Within 60 days from the effective date, telecom operators must notify and complete re-verification of subscriber information.</p>
<p data-start="2438" data-end="2556">Subscribers who fail to re-verify (or provide incomplete/incorrect information) will have outgoing services suspended.</p>
<p data-start="2558" data-end="2705">After 60 days, if still non-compliant, <strong data-start="2597" data-end="2635">two-way services will be suspended</strong>, followed by contract termination after 5 days if no action is taken.</p>

<p data-start="2712" data-end="2934" data-is-last-node="" data-is-only-node=""><strong data-start="2712" data-end="2724">Summary:</strong><br data-start="2724" data-end="2727" />Starting April 15, 2026, SIM cards that are not properly verified—especially lacking facial biometric authentication—will be gradually restricted, suspended, and eventually terminated if users do not comply.</p>

<p data-start="249" data-end="695">Speaking to VTC News at the Ministry of Science and Technology’s regular press conference in April (held on the morning of April 1), Mr. Nguyễn Anh Cương, Deputy Director of the Telecommunications Authority, said that Starlink Services Vietnam Co., Ltd. has been granted two licenses to provide telecommunications services with network infrastructure, allowing it to pilot low Earth orbit satellite services in Vietnam for a period of five years.</p>

<p data-start="697" data-end="905">Specifically, during the pilot phase, Starlink Services Vietnam will be limited to a maximum of 600,000 subscribers—equivalent to only about 2.5% of the total number of fixed broadband subscribers in Vietnam.</p>
<p data-start="907" data-end="1121">According to the Telecommunications Authority, during this pilot phase, low Earth orbit satellite services are unlikely to compete with the fixed and mobile broadband services offered by domestic telecom providers.</p>
<p data-start="1123" data-end="1393">After being licensed, Starlink is required to fully comply with Vietnamese laws on pricing management and competition, just like other telecom companies in the market. Pricing laws ensure transparency, respect for pricing autonomy, and fair competition among businesses.</p>
<p data-start="1395" data-end="1753" data-is-last-node="" data-is-only-node="">Regarding concerns that Starlink could lower prices and compete directly with domestic telecom providers, the Telecommunications Authority stated that if any company adjusts prices—especially if price cuts show signs of unfair competition—regulators will strengthen oversight and apply legal measures on pricing and competition to promptly address the issue.</p>

<p data-start="321" data-end="800">Mr. Nguyễn Đình Tuấn, Deputy General Director of MobiFone Telecommunications Corporation, shared this at the Economic Forum titled <em data-start="452" data-end="523">“State-owned Enterprises: Enhancing Competitiveness and Leading Role”</em> organized by VOV on November 20. He expressed the desire for a decree and detailed guidance on implementing Resolution 68 tailored to each group of enterprises, especially mechanisms that allow technology companies to make faster decisions, with leaders taking responsibility.</p>
<p data-start="802" data-end="1216">According to Mr. Tuấn, for state-owned enterprises like MobiFone, investments in new technologies—especially AI—require highly detailed planning and quantification for 1-year, 2-year, and 3-year milestones before being submitted for approval. However, in the tech sector, even a 6-month delay can mean falling behind, while current processes can take up to 3 years, posing a major barrier for technology companies.</p>
<p data-start="1218" data-end="1550">“There are ideas we believe could create significant value within just one year, but it is very difficult to quantify them immediately due to a lack of sufficient data. If accountability is required, I am fully willing to take responsibility, but providing very specific justifications at this stage is not feasible,” Mr. Tuấn said.</p>
<p data-start="1552" data-end="1773">If Resolution 68 is implemented, MobiFone leaders believe that state-owned enterprises will be “unshackled,” especially as the company plans to invest heavily in advanced 5G, 6G, and satellite systems in the coming years.</p>

<p data-start="1775" data-end="2209">MobiFone leadership also noted that state-owned enterprises face pressure to innovate. Ten years ago, mobile users might have paid at least 500,000 VND—or even up to 1 million VND—per month, whereas today telecom services cost only around 200,000–300,000 VND. This significant drop in revenue creates strong pressure to innovate. MobiFone aims for non-telecom services to account for 50–70% of its business within the next five years.</p>
<p data-start="2211" data-end="2370">“Innovation at MobiFone is mainly driven by digital technology and AI. In the future, all services we provide to customers will be based on AI,” Mr. Tuấn said.</p>
<p data-start="2372" data-end="2854">Regarding AI, MobiFone leadership emphasized that investing in AI requires “AI factories,” which only large enterprises can build. MobiFone can develop digital transformation platforms, build AI factories, and provide tokens and AI applications for businesses. For example, every manufacturing company needs quality control (QC). Computer vision AI, combined with cameras, 5G, and AI factories, can handle QC tasks. Similarly, enterprise automation solutions also rely on 5G and AI.</p>
<p data-start="2856" data-end="3295" data-is-last-node="" data-is-only-node="">“Regarding AI factories, such as FPT’s $200 million factory in Quy Nhơn using Nvidia chips, operating at full capacity is a major challenge and requires sufficient demand. FPT’s $200 million investment is still like a drop in the ocean compared to Vietnam’s AI needs over the next five years. It is estimated that around 100 million GPUs will be needed, and even that capacity would only meet about 10% of demand,” a MobiFone leader noted.</p>

<p data-start="248" data-end="509">On the occasion of the 80th anniversary of the August Revolution (August 19, 1945 – August 19, 2025) and Vietnam’s National Day (September 2, 1945 – September 2, 2025), many major events will be held in Hanoi, attracting a large number of people to the capital.</p>
<p data-start="511" data-end="730">In this context, telecommunications companies have prepared plans to ensure smooth communications during the National Day celebrations, including the commemoration ceremony, military parade, and public procession (A80).</p>
<p data-start="732" data-end="1128">According to the Government’s official portal, it is estimated that about 2.9 million people will gather in the parade and procession areas, including around 900,000 people traveling from other provinces and cities. Compared to normal days, in addition to web browsing and watching videos, people’s demand will also focus on livestreaming, video calls, and sharing high-quality photos and videos.</p>
<p data-start="1130" data-end="1422">To meet this demand, Viettel has devised a comprehensive plan with more than 2,400 technical solutions—12 times more than for the September 2, 2024 event, and seven times the workload required for the 50th anniversary celebration of the Liberation of the South (A50) held in Ho Chi Minh City.</p>
<p data-start="1424" data-end="1747">Specifically, Viettel has deployed 500 new 5G base transceiver stations (BTS). Notably, for the first time in Vietnam, 1,200 5G small cells have been installed at high-density locations. In addition, 700 temporary 4G stations and 25 mobile base stations have been mobilized to serve the public during the grand celebration.</p>
<p data-start="1749" data-end="2034">With this scale, Viettel’s 5G network will cover all parade and event locations, as well as pre-National Day celebrations. The 5G small cells are deployed along key routes to enhance network capacity and internet speed in crowded areas, while also sharing the load with the 4G network.</p>
<p data-start="2036" data-end="2372">Moreover, for the first time, Viettel is using AI to predict the most crowded locations, peak times, and movement patterns, ensuring optimal allocation of network resources during the A80 event. These predictions are based on data such as event schedules, flight bookings, hotel reservations, social media posts, and engagement metrics.</p>
<p data-start="2374" data-end="2775" data-is-last-node="" data-is-only-node="">Additionally, the X-Optimization (XO) system, combined with AI, helps optimize network quality based on user behavior. Every five minutes, AI automatically adjusts coverage areas, directing signals to where users are concentrated while reducing interference in surrounding areas. Furthermore, when base stations show signs of overload, the system will immediately redistribute users to other stations.</p>

<p data-start="39" data-end="360">Recently, telecom operators have started sending messages to subscribers using older devices, recommending that users upgrade to devices that support VoLTE voice services. Users who proactively upgrade their devices during this period may receive incentives such as free call time or subsidies when purchasing new phones.</p>
<p data-start="362" data-end="797">VoLTE (Voice over LTE) is a high-quality voice service that allows users to make calls over the 4G LTE network instead of 2G or 3G. This technology provides better call audio quality, faster connection setup, and more stable performance. Notably, it also enables users to make calls while simultaneously using 4G data for internet access. If a device does not support VoLTE, it may switch back to 2G or 3G mode when making voice calls.</p>
<p data-start="799" data-end="997">Following last year’s campaign to phase out 2G-only devices, this is the next step by telecom service providers to encourage users to transition to devices that no longer rely on 2G and 3G networks.</p>
<p data-start="999" data-end="1347">According to the Telecommunications Authority under the Ministry of Science and Technology, 2G networks in Vietnam are still being maintained to support devices that do not yet support VoLTE and to serve certain narrowband IoT services. However, Vietnam is also implementing measures to promote users’ transition to broadband internet connectivity.</p>
<p data-start="1349" data-end="1559">The continued presence of non-VoLTE devices in the market is one of the reasons why telecom operators, despite having stopped offering 2G services, have not yet been able to completely shut down the 2G network.</p>
<p data-start="1561" data-end="1743">The Telecommunications Authority also stated that the Ministry has set a roadmap to fully discontinue 3G technology by 2028. At that point, Vietnam will only have 4G and 5G networks.</p>
<p data-start="1745" data-end="2273" data-is-last-node="" data-is-only-node="">According to a previous roadmap from the Ministry of Information and Communications (now the Ministry of Science and Technology), Vietnam plans to completely shut down 2G networks by September 2026. Phasing out 2G technology will help optimize operations and free up resources and radio frequency spectrum for newer technologies such as 4G and 5G, supporting both telecom operators’ and national development goals, and enabling citizens to access advanced digital services such as electronic payments and online public services.</p>
